01 · Background
Who they are, where they came from
Adriano Espaillat represents New York's 13th congressional district in the U.S. House of Representatives, a seat he has held since January 2017. He is the first Dominican American and first formerly undocumented immigrant to serve in Congress. Before his election to the House, Espaillat served in both the New York State Senate and the New York State Assembly. His legislative record in the House spans commemorative legislation, public health, immigration enforcement limits, disaster housing, and environmental policy. He sponsored the Holcombe Rucker Park National Commemorative Site Act (HR.6852), which was enacted into law, establishing a national commemorative site honoring the legacy of a Harlem playground legend. He has sponsored two versions of the Roberto Clemente Commemorative Coin Act (HR.1787, HR.6751), each drawing substantial cosponsor support in committee. On defense appropriations, he voted against final passage of the National Defense Authorization Act for Fiscal Year 2024 (HR.2670), a vote that placed him against the majority of his party. He has also sponsored measures addressing immigration enforcement near sensitive locations (HR.1061), gun violence as a public health matter (HRES.835), and U.S. participation in international climate finance (HR.2997).
