Bill Foster represents Illinois's 11th congressional district, a seat he has held since January 2013. He previously represented Illinois's 14th congressional district from 2008 to 2011. Foster is a member of the Democratic Party with a background as a physicist and businessman. In the current Congress, his legislative activity spans financial oversight, science and technology policy, and government transparency. He has sponsored the American Innovation Act (HR.2628) and the Keep STEM Talent Act of 2025 (HR.2627), reflecting his engagement with science and innovation policy. On financial regulation, he has sponsored the Financial Stability Oversight Council Improvement Act of 2025 (HR.3682) and the Enhancing Financial Stability Research and Oversight Act (HR.7132).
