01 · Background

Who they are, where they came from

Donald S. Beyer Jr. represents Virginia's 8th congressional district, which encompasses Alexandria, Falls Church, Arlington, and parts of eastern Fairfax County in Northern Virginia. He has held this seat since January 2015. Prior to his congressional service, Beyer had careers in business and diplomacy, as documented in his biographical record. In the House, Beyer has sponsored legislation spanning federal workforce policy, animal welfare, veterans' affairs, artificial intelligence transparency, and public health. He has sponsored the Military Spouse Hiring Act (HR.1277, HR.2033) in multiple congresses, seeking to expand employment opportunities for military spouses. He has similarly introduced the Humane Cosmetics Act in successive congresses (HR.5399, HR.1657), addressing animal testing practices in the cosmetics industry. Beyer has also introduced joint resolutions in multiple congresses to redesignate the Robert E. Lee Memorial in Arlington National Cemetery (HJRES.63, HJRES.76). On two occasions — the FAA Reauthorization Act of 2024 (HR.3935) and the Airport and Airway Extension Act of 2024, Part II (HR.8289) — he voted against the majority of his party on final passage.
