Emanuel Cleaver II represents Missouri's 5th congressional district in the U.S. House of Representatives, a seat he has held since January 2005. He is also an ordained United Methodist pastor. Before his election to Congress, Cleaver served as the 51st mayor of Kansas City, Missouri, from 1991 to 1999, becoming the first Black person to hold that office.
