Who they are, where they came from

Emanuel Cleaver II represents Missouri's 5th congressional district in the U.S. House of Representatives, a seat he has held since January 2005. He is also an ordained United Methodist pastor. Before his election to Congress, Cleaver served as the 51st mayor of Kansas City, Missouri, from 1991 to 1999, becoming the first Black person to hold that office. His legislative record includes sponsorship of measures spanning public health, housing, criminal justice, education, and environmental policy. He sponsored the Hello Girls Congressional Gold Medal Act of 2023 (HR.1572), which would award the Congressional Gold Medal to the women who served as Signal Corps telephone operators during World War I, and the Civics Learning Act of 2023 (HR.1387), which would establish federal support for civics education programs. He also sponsored the Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2023 (HR.3682), addressing mental health resources in schools. On housing, he sponsored the American Housing and Economic Mobility Act of 2025 (HR.2038) and the Choice in Affordable Housing Act of 2025 (HR.1981).
