Bilirakis has spent years focused on a few core fights. Each is tied to bills actually introduced or votes actually cast.
01
Supports expanded benefits for combat-injured veteransBilirakis sponsored H.R.2102, the Major Richard Star Act, which would allow combat-injured veterans to receive both military retirement pay and disability compensation concurrently without offset. The bill was reintroduced and drew more than 200 cosponsors in committee consideration, reflecting sustained legislative attention to this veterans' compensation issue.
02
Supports federal investment in neurological disease researchBilirakis sponsored H.R.2365, the Dr. Emmanuel Bilirakis and Honorable Jennifer Wexton National Plan to End Parkinson's Act, which was enacted into law. The legislation establishes a national framework for federal coordination of Parkinson's disease research and response. He also sponsored H.R.7189, the Congenital Heart Futures Reauthorization Act of 2024, which reauthorized federal congenital heart disease research programs and was similarly enacted.
03
Supports continuity of Medicare and Medicaid health servicesBilirakis has repeatedly sponsored legislation aimed at reducing interruptions in Medicare-covered services and preserving Medicaid coverage for vulnerable populations. He sponsored H.R.1517 and its predecessor H.R.1617 to prevent interruptions in physical therapy coverage, H.R.1518 and H.R.6790 addressing end-stage kidney disease prevention, H.R.2757 to improve Medicare audiology access, H.R.8095 to ensure Medicaid continuity for children in foster care, and H.R.7863 addressing Medicare provider payment fairness.
04
Voted against multiple continuing appropriations measuresBilirakis voted against final passage of H.R.2670, the National Defense Authorization Act for Fiscal Year 2024, against H.R.9747, the Continuing Appropriations and Extensions Act of 2025, and against H.R.2872, a further continuing appropriations measure for fiscal year ending September 30. In each instance he voted against the majority of his party, and each bill subsequently became law.
05
Supports online safety and higher education policy changesBilirakis sponsored H.R.6484, the Kids Online Safety Act, which addresses protections for minors on digital platforms, and H.R.1282, the Eliminate DEI in Colleges Act, which would alter diversity, equity, and inclusion program requirements at federally funded institutions of higher education. Both bills were reintroduced and referred to committee.

In the 118th and 119th Congresses, his legislative work has spanned Medicare and Medicaid policy, veterans' benefits, health research reauthorization, and broadband access. He sponsored H.R.2365, a national plan to address Parkinson's disease that was enacted into law, and H.R.7189, a reauthorization of federal congenital heart disease research programs, which also became law. He sponsored H.R.2102, the Major Richard Star Act, which attracted more than 200 cosponsors and addresses concurrent receipt of retirement and disability benefits for combat-injured veterans. On appropriations votes, he voted against final passage of H.R.2670, H.R.9747, and H.R.2872, each of which became law, in each case voting against the majority of his party.
