01 · Background

Who they are, where they came from

Jamie Raskin represents Maryland's 8th congressional district in the U.S. House of Representatives, a seat he has held since January 2017. The district covers much of Montgomery County and a portion of Prince George's County following redistricting in 2022; prior to that change it extended from suburban Montgomery County northwest through rural Frederick County to the Pennsylvania border. Before his election to Congress, Raskin served in the Maryland State Senate from 2007 to 2016. He is an attorney and law professor by training. In Congress, Raskin has sponsored legislation across several policy areas. He introduced H.Res.1499, H.Res.797, and H.Res.733, each expressing concern about the spread of book banning in the United States. He sponsored H.R.8275, which would establish a commission to assess presidential capacity to discharge the powers and duties of the office, and H.J.Res.115, which would terminate a national emergency declared by the President on August 11, 2025. He sponsored H.R.8830, the High Court Gift Ban Act, which addresses gift restrictions applicable to Supreme Court justices, and H.R.8323, the Comprehensive Addiction Resources Emergency Act of 2024, which would direct federal resources toward addiction treatment and recovery. He also introduced H.R.4750, the Bring Animals Relief and Kibble Act of 2023, related to animal welfare. On electoral process, Raskin sponsored H.R.6589, the Ranked Choice Voting Act. In the area of firearms, he introduced H.R.4198, the Clean Hands Firearm Procurement Act, and H.R.532, the Handgun Permit to Purchase Act. He also introduced H.R.8124, the STOP Suicide Act. On the National Defense Authorization Act for Fiscal Year 2024 (H.R.2670), Raskin voted against final passage, a vote that placed him against the majority of his party.
