Jennifer Ann Kiggans represents Virginia's 2nd congressional district in the U.S. House of Representatives, a seat she has held since January 3, 2023. Before serving in Congress, she was a member of the Virginia Senate from 2020 to 2022. Kiggans served as a helicopter pilot in the United States Navy and has worked as a geriatric nurse practitioner. Her legislative record includes repeated sponsorship of legislation to ensure military pay continuity during government funding lapses, most recently the Pay Our Troops Act of 2026 (H.R.5401), and sponsorship of the Bolstering Ecosystems Against Coastal Harm Act (H.R.5490), which was enacted into law. She has also introduced multiple amendments agreed to by voice vote in the House.
