01 · Background

Who they are, where they came from

Jennifer L. McClellan serves as the U.S. Representative for Virginia's 4th congressional district, a seat she has held since March 7, 2023. She is an attorney and member of the Democratic Party. Before entering Congress, McClellan served in the Virginia House of Delegates, representing the 71st district from 2006 to 2017, and then in the Virginia State Senate, representing the 9th district from 2017 to 2023. In 2021, she ran in the Democratic primary for governor of Virginia, losing to former governor Terry McAuliffe. In the House, McClellan has sponsored legislation on a range of topics including environmental monitoring (HR.641), preterm birth awareness (HRES.877, HRES.1581), pediatric HIV/AIDS (HRES.955), tribal federal recognition (HR.5327), and restrictions on Department of Defense PFAS discharges (HR.1938). She sponsored HR.7385, designating a postal facility in her district, which was enacted into law. McClellan voted against the FAA Reauthorization Act of 2024 (HR.3935) and against the Airport and Airway Extension Act of 2024 (HR.8289), both of which became law, placing her among a minority of House Democrats on each vote.
