James Andrew Himes is a businessman and politician representing Connecticut's 4th congressional district in the U.S. House of Representatives, a seat he has held since January 2009. He is a member of the Democratic Party. Himes sponsored the Middle Market IPO Cost Act (H.R.3395), which addresses costs associated with initial public offerings for mid-sized companies, and the Combatting Foreign Surveillance Spyware Sanctions Act (H.R.5557), which would establish sanctions related to foreign surveillance spyware.
