James P. McGovern represents Massachusetts's 2nd congressional district and has served in the U.S. House of Representatives since January 1997, when the district was numbered the 3rd. Following redistricting in 2013, the district was renumbered the 2nd and spans from Worcester to the Pioneer Valley. McGovern serves as the ranking member of the House Rules Committee, co-chairs the Tom Lantos Human Rights Commission, and previously chaired the Congressional-Executive Commission on China. He sponsored H.RES.317, urging U.S. leadership in nuclear risk reduction, and H.J.RES.119, a proposed constitutional amendment to set limits on campaign spending.
