Who they are, where they came from

James P. McGovern represents Massachusetts's 2nd congressional district and has served in the U.S. House of Representatives since January 1997, when the district was numbered the 3rd. Following redistricting in 2013, the district was renumbered the 2nd and spans from Worcester to the Pioneer Valley. McGovern serves as the ranking member of the House Rules Committee, co-chairs the Tom Lantos Human Rights Commission, and previously chaired the Congressional-Executive Commission on China. He sponsored H.RES.317, urging U.S. leadership in nuclear risk reduction, and H.J.RES.119, a proposed constitutional amendment to set limits on campaign spending. His legislative record also includes H.R.185, the Responsible Legislating Act; H.R.5753, the Healthy Meals Help Kids Learn Act of 2025, addressing school nutrition; H.R.7546, a measure to provide Medicare coverage for wigs; H.R.5916, the Grandfamily Housing Act of 2025; H.R.2451, a study act for the Deerfield River Wild and Scenic River designation; H.R.6877, the Southern Mongolian Human Rights Policy Act; and H.R.6465, the HALT Act of 2025. On final passage of the National Defense Authorization Act for Fiscal Year 2024 (H.R.2670), McGovern voted against the bill, which became law.
