Who they are, where they came from

Jimmy Panetta represents California's 19th congressional district, a coastal stretch running from southeast San Jose through Santa Cruz, Monterey, and Carmel-by-the-Sea to Paso Robles in San Luis Obispo County. He has held this seat since January 2017. Panetta is the son of former Secretary of Defense Leon Panetta and represents the same general geographic region his father once held in Congress. Before entering elected office, Panetta served as a deputy district attorney for Monterey County and as a Navy intelligence officer. He was first elected in 2016. In the 118th and 119th Congresses, Panetta has sponsored legislation addressing drug interdiction, including measures targeting illicit xylazine (HR.1266, HR.1839) and emerging opioids (HR.3520). He sponsored the More Homes on the Market Act in multiple sessions (HR.1321, HR.1340), addressing residential housing supply through changes to capital gains tax treatment. Panetta also sponsored the Military Family Nutrition Act of 2023 (HR.1763) and the Everett Alvarez, Jr. Congressional Gold Medal Act of 2023 (HR.1097), the latter of which was enacted into law. He has additionally carried legislation on veterans' employment (HR.6587), veteran outpatient clinic designation (HR.4288), disaster relief Medicaid access (HR.3990), tax preparer standards (HR.6323), agricultural disaster program access (HR.2156), and protections for immigrant witnesses and victims (HR.4817). On final passage, Panetta voted against the FAA Reauthorization Act of 2024 (HR.3935) and voted in favor of the Building Chips in America Act of 2023 (S.2228), both against the majority position of his party.
