01 · Background

Who they are, where they came from

Joseph D. Morelle represents New York's 25th congressional district, a seat he has held since November 2018. He was elected to fill the vacancy created by the death of longtime Representative Louise Slaughter. Before entering Congress, Morelle served in the New York State Assembly, where he represented the 136th Assembly district, covering eastern Rochester and the Monroe County suburbs of Irondequoit and Brighton. In January 2013, Speaker Sheldon Silver appointed him majority leader of the New York State Assembly, and he served as acting speaker in the Speaker's absence. In Congress, Morelle has sponsored legislation spanning constitutional amendments, public health, agriculture, consumer rights, criminal justice, and education. He has introduced resolutions proposing a constitutional amendment on campaign finance (H.J.RES.108, H.J.RES.193), sponsored the SCREENS for Cancer Act of 2025 addressing cancer screening access (H.R.2381), and introduced the Preventing Deepfakes of Intimate Images Act in multiple sessions (H.R.3106, H.R.1941). He has also sponsored the Spotted Lanternfly Research and Development Act (H.R.3867, H.R.4708), the Fair Repair Act (H.R.7404), the Pell Grant Flexibility Act (H.R.2733), and the Justice in Sentencing for Survivors Act of 2025 (H.R.6471), among other measures.
