Who they are, where they came from
Lloyd Kenneth Smucker represents Pennsylvania's 11th congressional district, which includes Lancaster County and most of southern York County, and has served in the U.S. House of Representatives since January 2017. He is a member of the Republican Party. The district's boundaries changed after the Supreme Court of Pennsylvania redrew Pennsylvania's congressional map in 2018, at which point Smucker moved from representing the 16th district to the renumbered 11th. Before his election to Congress, Smucker served in the Pennsylvania State Senate for the 13th district from 2009 to 2016. In the House, Smucker has sponsored legislation addressing tax policy for pass-through businesses, including the Main Street Tax Certainty Act (H.R.703, H.R.4721), which would make permanent a deduction for qualified business income. He has also sponsored measures related to workforce development, including the Work Opportunity Tax Credit (H.R.1177, H.R.6231), the Essential Workers for Economic Advancement Act (H.R.5494), and the USA Workforce Investment Act (H.R.5493).
