Who they are, where they came from

Marcy Kaptur represents Ohio's 9th congressional district, a seat she has held since January 3, 1983, making her the longest-serving woman in congressional history. She serves as the dean of Ohio's congressional delegation, a distinction she has held since 2009. Her district runs along the southern shore of Lake Erie across northwestern Ohio, encompassing parts of Toledo and surrounding communities. A member of the Democratic Party, Kaptur has sponsored legislation addressing veterans' benefits (H.R.3594), law enforcement mental health training (H.R.2502), and incentive structures in federal programs (H.R.5819). She has also cast votes that crossed party lines, including a yes vote on S.2228, the Building Chips in America Act of 2023, which became law.
