01 · Background

Who they are, where they came from

Michael Patrick Guest is an attorney representing Mississippi's 3rd congressional district in the United States House of Representatives, a seat he has held since January 2019. Upon the death of Representative Jackie Walorski in August 2022, Guest became the ranking member of the House Committee on Ethics; when Republicans won the House majority in November 2022, he became the committee's chair in the 118th Congress. Guest's legislative activity includes recurring resolutions honoring military veterans (HRES.864, HRES.1566, HRES.859, HRES.1255) and memorializing law enforcement officers killed in the line of duty (HRES.1226, HRES.421). He has also sponsored legislation directed at rural transportation access (HR.1692), rural health services (HR.3102), and international drug trafficking and human smuggling (HR.4071). On appropriations, Guest voted against multiple continuing resolution packages that became law, including the Continuing Appropriations Act, 2024 (HR.5860), the Further Continuing Appropriations and Other Extensions Act, 2024 (HR.6363), the Making Further Continuing Appropriations Act (HR.2872), the Extension of Continuing Appropriations and Other Matters Act, 2024 (HR.7463), and the Continuing Appropriations and Extensions Act, 2025 (HR.9747). He also voted against the D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act (HR.4984) and the Stop Institutional Child Abuse Act (S.1351), both of which became law.
