Who they are, where they came from

Mike Kelly represents Pennsylvania's 16th congressional district and has served in the U.S. House of Representatives since January 2011. The district is based in Erie and extends from the northwest corner of Pennsylvania to the outer northern suburbs of Pittsburgh in Butler County; it was designated the 3rd congressional district from 2011 to 2019 before being renumbered. Kelly is a member of the Republican Party and is also a businessman. In the 119th Congress, Kelly has sponsored legislation to expand Medicare coverage for prior authorization processes (HR.3514), to protect dialysis patients' access to benefits (HR.2199), and to create a tax credit aimed at stimulating investment in housing in lower-income neighborhoods (HR.2854). He has also introduced measures addressing railroad infrastructure tax maintenance (HR.516), employee ownership expansion (HR.4896), and tax treatment for physical activity expenses (HR.1582). A resolution he sponsored designating a postal facility in his district was enacted into law (HR.7417). Kelly has repeatedly reintroduced several of these measures across multiple Congresses, including the Improving Seniors' Timely Access to Care Act (HR.8702, HR.3514), the Neighborhood Homes Investment Act (HR.2854, HR.3940), the Access Technology Affordability Act (HR.1529, HR.3702), and the Restore Protections for Dialysis Patients Act (HR.2199, HR.6860).
