Who they are, where they came from

Morgan Luttrell represents Texas's 8th congressional district in the U.S. House of Representatives, a seat he has held since January 3, 2023. He is a member of the Republican Party, a businessman, and a military veteran. On September 11, 2025, Luttrell announced he would not seek re-election in 2026. In the 118th and 119th Congresses, Luttrell's legislative activity has centered on veterans' benefits, border security, law enforcement, and military readiness. He sponsored H.R.7777, the Veterans' Compensation Cost-of-Living Adjustment Act of 2024, which was enacted into law, and introduced H.R.2138, the Veterans' Compensation Cost-of-Living Adjustment Act of 2025, a reintroduction of that measure. He also sponsored H.R.3983, the Veterans Claims Quality Improvement Act of 2025, and H.R.1014, the Specialist Joey Lenz Act of 2025, both pending in committee. On border and immigration matters, he sponsored H.R.1079, the CARTEL Act of 2025, and H.R.1714, the Criminal Illegal Alien Report Act. H.R.520 would address sex trafficking demand, and H.R.1935, the Protecting Military Assets Act of 2025, relates to defense infrastructure. Two amendments Luttrell introduced were agreed to during the 118th Congress (HAMDT.177, HAMDT.356). On continuing appropriations measures, Luttrell voted against final passage on multiple occasions, including H.R.5860, H.R.6363, H.R.7463, H.R.9747, H.R.2872, and H.R.663, each time in the minority within his party.
