01 · Background

Who they are, where they came from

Richard E. Neal represents Massachusetts's 1st congressional district in the U.S. House of Representatives, a seat he has held since January 3, 1989. The district, which was designated the 2nd district from 1989 to 2013, encompasses Springfield, West Springfield, Pittsfield, Holyoke, Agawam, Chicopee, and Westfield, covering a largely rural geography compared to the rest of Massachusetts. A member of the Democratic Party, Neal has served as the dean of the Massachusetts congressional delegation since 2013 and holds the same distinction within the broader New England House delegations. In the 119th Congress, Neal sits on the House Ways and Means Committee, where two of his sponsored bills originate. His legislative activity in the current session includes measures addressing federal retirement benefits (H.R.4260), retirement savings access (H.R.6722), and immigration visa programs (H.R.1337).
