Steny H. Hoyer represents Maryland's 5th congressional district in the U.S. House of Representatives, a seat he has held since January 1981. A retired attorney, Hoyer served as the second-ranking Democrat in the House from 2003 to 2023, behind Speaker Nancy Pelosi. He held the position of House Majority Leader during two separate periods: from 2007 to 2011 and again from 2019 to 2023. Among his notable votes in recent legislative activity, Hoyer voted against final passage of the D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act (HR.4984), voted in favor of the Building Chips in America Act of 2023 (S.2228), and voted against final passage of the Social Security Fairness Act of 2023 (HR.82), each against the position of the majority of his party.
