01 · Background

Who they are, where they came from

Thomas Harold Massie is a Republican politician and engineer who has represented Kentucky's 4th congressional district in the U.S. House of Representatives since November 2012. The district encompasses the Kentucky portion of the Cincinnati metropolitan area, Louisville's eastern suburbs, and much of northeastern Kentucky. Massie has sponsored legislation on firearms, including the National Constitutional Carry Act (HR.645), which would establish a federal framework permitting concealed carry across state lines. His voting record is distinguished by a consistent pattern of casting votes against measures that ultimately became law and against the majority of his party, spanning a wide range of legislation: federal appropriations bills (HR.2872, HR.5860, HR.6363, HR.2882), an FAA reauthorization (HR.3935), the TAKE IT DOWN Act addressing non-consensual intimate images (S.146), the Autism CARES Act of 2024 (HR.7213), the Gabriella Miller Kids First Research Act 2.0 (HR.3391), the America's Conservation Enhancement Reauthorization Act of 2024 (S.3791), the United States Commission on International Religious Freedom Reauthorization Act (S.3764), and several postal facility designation and commemorative measures.
