01 · Background

Who they are, where they came from

Tracey Robert Mann represents Kansas's 1st congressional district, a sprawling area encompassing parts of 63 counties in central and western Kansas, known as 'the Big First' and ranked as the seventh-largest congressional district in the nation that does not cover an entire state. Mann has held the seat since January 3, 2021. Before entering Congress, he worked as a businessman. His sponsored legislation reflects ongoing attention to estate tax policy affecting family-held farms and small businesses, rural fuels, and Second Amendment issues. He sponsored the Family Farm and Small Business Exemption Act (HR.1131, HR.1250), which addresses estate tax exemptions, and the RIFLE Act in both the 118th and 119th Congresses (HR.7042, HR.624). He also sponsored the Farmer First Fuel Incentives Act (HR.2867) and the FAITH in Small Business Act (HR.522). On appropriations, Mann voted against multiple continuing resolution packages, including HR.5860, HR.6363, HR.2872, HR.7463, and HR.9747, as well as against the National Defense Authorization Act for Fiscal Year 2024 (HR.2670). He voted against the Social Security Fairness Act of 2023 (HR.82) and the Billie Jean King Congressional Gold Medal Act (S.2861) on final passage. Mann has sponsored annual resolutions designating National FFA Week (HRES.147, HRES.1015, HRES.133, HRES.1073) and introduced HR.184 to promote accountability and transparency in future executive orders.
